| This paper discussed the feasibility of CMM in Institutions of Higher Learning by analysing the similarities of programming process and education process and the features of CMM, and the function of CMM in improving the ability of Institutions of Higher Learning, The framework of IHLCMM was built and the TM- IHLCMM was introduced simply. |
