| 中国农村最低生活保障制度是我国农村社会保障体系中的重要制度之一。在农村低保实施过程中,科学合理地界定农村低保的保障对象是建立和完善农村低保制度的基础。文章在综述我国农村最低生活保障研究现状的基础上,专门就我国农村低保对象界定中存在的问题和低保对象界定的原则及低保对象界定的范围进行了探讨,最后提出了解决我国农村低保对象界定难的具体措施。 |

| The minimum livelihood guarantee system in China's rural areas is one of the important systems for China's rural social security systems.In the course of implementing the rural minimal assurance,scientifically and rationally defining the protection target is the basis to establish and perfect the system.In this paper,we will discuss the principle,specific scope and some existing problems in defining the rural protection target on the basis of summarizing China's rural minimum living guarantee research status,and then,propose some specific measures to resolve the difficulty of defining the minimum life security objects. |
