| 人类推进科技发展的目的乃是为了满足其精神和物质上的需要,即科技发展要体现以人为本。科技发展过程中出现的负面效应,实际上是科技的人本指向未得到充分展现的结果。要克服科技的负面效应,使其人本指向进一步彰显,既需要以科学家、技术家、工程师为主体的科技工作者不断提高修养、加强自律、遵守科研和工程伦理道德,也需要社会加强法律和行政控制,加强教育和舆论宣传,加快推进政治民主化进程,扩大公众对重大科学研究、技术开发和工程规划的决策的参与度,以引导科技朝着人性化的方向发展。 |

| The aim of mankind's developing S&T is to meet its substantial and spiritual demands,i.e.,the S&T development must put human being on the centre.The side effects of S&T's development are in fact the result of the inadequate development of S&T's humanity direction.If we want to overcome the side effects of S&T and spread fully it's humanity direction,it is necessary not only for scientists,technologists and engineers to raise their accomplishment,strengthen self-discipline and abide by ethics of scientifical research and engineering,but also for the society to reinforce the control of law and administration,to reinforce education and public opinion propaganda,to farward fast the process of democracilization,and broaden the extent for the public to participate in the decision-making of important scientifical research,technological development and engineering program. |
