| 在知识经济时代,原始创新能力的强弱已经成为决定国家经济和科技竞争胜负的关键因素。高等学校因其在人才积累、文献资源等方面具有更多的优势,以及原始创新自身的特点使得高校理所当然地成为原始创新的主要创新主体。文章在分析创新能力演化规律、原始创新的特点及内容、原始创新能力评价指标体系构建原则的基础上,设计了我国高校原始创新能力评价指标体系,并对指标设置进行了阐述。 |

| In the knowledge-economy ages,the ability of initial innovation has become the key factor to economy and technology competition among nations.Having numerous researcher and academic information,etc.,as well as the characters of original innovation,the universities have become the main innovator in the innovation system.Basing on the analysis of the law of innovation ability,the characters and contents of original innovation and the principles to set up a evaluation index system about the ability of initial innovation,this paper designs a evaluation index system to for estimating the original innovation capabilities of Chinese university and explains these index. |
