| 霸权就是在全球政治中,国家以实力优势操纵或控制其他国际社会行为体的行为,其目的是构建一种以霸主为核心的等级体系,并用强制手段维持不等价交换。全球化时代的整体性发展趋势助长了全球霸权的发展,而权力流散却导致了霸权的困惑,经济全球化冲击着传统的政治、军事霸权,全球公民社会的发展给反霸浪潮增添了新的动力。美国霸权具有明显的双重性,一方面它追求“新帝国”,另一方面又标榜“仁慈霸权”;它不是简单的经济霸权,而是一种综合霸权。面对全球化时代的软制衡,美国选择做一个自私的大国,加速自身发展,同时采用新的联盟管理战略。美国学术界的软实力理论无法从根本上解决霸权的困惑。崛起的中国应该追求新型的国际治权,走和平发展道路,旗帜鲜明地反对各种形式的霸权。 |

| The hegemony is a situation that one state or country controls others by its dominant power in the global politics,in order to construct a dominant hierarchy and maintain the inequitable exchange by force.The integration trends of the globalization stimulates the development of global hegemony,however,the diffusion of the power produces the paradox of the hegemony.The economy globalization thrusts the traditional politic and martial hegemony,the development of global citizen society adds new power to the anti-hegemony movement.The hegemony of USA is a comprehensive hegemony,not merely an economic hegemony,it pursues the new empire in one hand,acts as a benevolent hegemony in the other hand.Facing with the soft balancing,the USA chooses to be a selfish country,and adopts new ally management.In fact,the soft power theory can not solve the paradox of the hegemony.The rising China must pursue a new international governance power,develop in a peace way,and oppose various hegemonys. |
