| 作为工业社会发展的产物,韦伯所提出的官僚制具有自己独特的特征,并包含着丰富的理性精神。但并不是至善至美的,随着后工业社会的到来,它存在的不足之处日益暴露出来,无论在理论上还是实践上,它都不断受到人们的诟病,20世纪70年代以来,西方各国的行政改革运动更是把对官僚制的批判推上顶峰。然而,纵观西方各国的行政改革运动, 官僚制所包含的理性精神并不因为改革而被摈弃,而是在新的历史条件下获得了新生,它为我国的行政组织改革提供了有益的借鉴。 |

| As the outcome of industrial society, the bureaucratic system put forward by Weber has its special character, and includes abundant rational spirit. But with the development of preindustry society ,the bureaucratic system is not perfect, whether on theory or practice, it is criticised by people continuously. Since the 20 century 70' s, the reforming of the western countries administration also pushed the critics of the bureaucrat system to the peak. However, take a view of the western countries administration reform, the bureaucrat system of rational spirit is not discarded, it can be acquired under the new history ,and its lessons can be drawn by the Chinese administration reform. |
