| 公共行政承担着行使公共权力、促进社会正义的职责,因此必须对公共行政行为进行规范。实践证明借助于法律单向控制的传统手段已不能满足民众对于责任政府的要求,因而必须通过公共行政的道德化来实现公共行政的良好运行。文章提出从社会环境、公共行政组织及行政人员三个层面来促进服务行政模式的转变,为实现公共行政道德化提供制度保障。 |

| Because public administration takes the responsibility of operation of public right and promotion of social justice, we must regulate the administrative act. Practice justified that the traditional measures resorting to single legal regulations can t meet citizen s requirements for responsible government, any longer so we must make public administration run well falling back on public - administration moraliza tion. The essay puts forward that the transition towards service administrative model can be propelled from the aspects of moralization of social environments, public administration organization and administrative officials, which offer institutional guaranty for the achievement of public administration moralization. |
