| 在我国加快发展核电的背景下,统一对核电产业发展的认识具有现实意义。文章从产业外延、内涵,产业结构体系以及产品属性等方面探讨了核电产业的规范性定义。核电产业原料供应、设备制造的专用性以及高沉淀成本突显了核电产业的垄断特性,我国政企合一的体制存在规制主客体的缺位。根据现在规制理论,我们构想了一个核电产业规制改革的基本模型,建议从设立一个独立的规制机构、重构我国核电产业组织形式、加快中国核电企业产权制度改革入手加快核电产业发展。 |

| Background of the extension NP.in China,there are much realistic signification according to the cognition about developing NP industry.The Paper explored the normative definition of NP Industry from the denotation,connotation of Industry,structural systems of the industry and product property.Nuclear raw materials supplies,the specialization of equipment manufacture and the high sedimentation costs highlights the monopoly of the NP industry.At same time,the regulation of government connecting to corporate result of absent of the regulation principal and object.According to now-conventional system theory,we have assumed a basic rules of models of NP industry reform,considering to base an independent regulatory system agencies and modern organization form China NPr industry.To accelerate the reform of property right system so that to develop NP industry in China. |
