| 高校校规是高校实施学生管理的必不可少的规范,但由于高校办学自主权的扩大、规范高校管理的法律法规和高校制定校规时的程序制约缺位,高校校规中存在许多非法治化的现象。文章对高校法律地位和高校校规普遍存在的非法治化现状分析,提出了高校校规法治化建设的具体设想。 |

| Regulations prescribed by higher education authorities are necessary norms in the administration over students.But because of the extension of the autonomy of higher education institutes,the laws regulating universities are absent.There exits many none-legal phenomenon.The paper analyzes the legal position and the many none-legal conditions commonly existed and puts forward some particular plan in the construction of legal system in universities. |
