| 从战略上讲,推进我国政治文明建设,必须改变过去在政治发展中单纯地强调政治改革的思维定势,突出政治建设在政治发展中的地位和作用;必须坚持以制度建设为重点,从政治意识、政治制度和政治行为上全面推进政治建设;必须确立科学的政治行为评判标准,重构政治行为的合法性基础;必须拓宽政治发展视野,广泛利用人类一切有价值的政治资源;必须繁荣政治理论,充分发挥理论在实践中的指导作用. |

| To carry China's political culture construction forward, the following methods should be adopted from the strategic perspective: The thonght of simply focusing on political reform in the past should be changed and the status and role of political construction should be stressed; Regulation construction should be the key to push on political construction from political ideolegy, regulation and behaviour; Scientific jvdgement standards should be established to rebuild begal basis of political behaviour; The aspect of political development should be broadened to widely use all valued political sources; and political theory should be prospered to full play its directive role. |
