| The reason why the ability of innovating and applying new technology are low in China, is that technology and economy are separated, the right of knowledge is not perfect, and the mechanism of encourage ment is lack. The patent and the system shonld ke perpected to encourage innovating and applying new technique, to establish the mechanism and the system with enterprises as the main body and the market as the direction. |
