| The rural governments at present, to a large extent, still keep the backward working style influenced by the traditional planned economy. They do not seperate the functions of government and society, public institutions, and enterprises,which have hindered the process of rural market economy severely, and is not in accordance with the progress of the reform of the government administration. Therefore, the functions of rural governments must be changed and attached more importance to realize the structural reform actually. |
