| 论文在对新型工业化道路和特点进行分析的基础上,指出衡阳市属于正在工业化的地区,必须采取反梯度推移发展战略。在推进工业化过程中,必须处理高新技术产业与传统产业、资金技术密集与劳动密集、虚拟经济与实体经济的关系。论文针对衡阳市推进新型工业化进程,提出必须走政府主导型工业化道路,坚持就业优先的原则,必须发展农村工业化、并与城镇化、信息化、民营经济参与国有企业改造结合等政策建议。 |

| On the basis of analyzing the way and the characteristics of newly-industrialization , this dissertation points out that the anti-gradient-propelled developing strategy has to be taken in Hengyang, because it lies in an area where industrialization is being made. In the course of industrialization, we ought to deal with those relationships between high and new technical industry and traditional industry, between capital and technology-density industry and labor-density industry, between fictitious economy and entity economy. Then, some for suggestions policy are put forward to propel newly-industrialization in Hengyang, such as going the industrializing way of government dominating, insisting on employment favoured rule and connection with urbanization and information and private-owned economy participating in state-owned enterprise reform, and so on. |
