| 抗日战争和“三线”建设是现代西部进行的以工业开发为主要内容的两个大开发时期 ,对于改变中国工业布局集中分布在沿海和长江中下游地区的极不合理的状况虽有重要意义 ,但两次开发从决策、规划到实施均是毁多于益 ,尤以成本效益方面为甚。而第三次工业西进与前两次相比具有完全不同的动因和背景 ,是我国经济发展客观规律的内在要求 ,特别是西部地区自身也具备了经济大发展的各种条件。 |

| The two industrial movements in western China during the War of Resistance against Japan and the Construction of Three Fronts played a very important role in changing the unreasonable distribution of Chinese industry focused along the coast and in the middle and lower reaches of Yantze River, but they didn't meet the objective economic needs of the west. This paper thoroughly analysed the basic characteristic of the former two development in west, and summed up the historical experience were pointed out,furthermore the motive and background of the third development in west in comparison with the former two which was the inner demand of impersonality discipline of our economical development.There were any kinds of conditions for economical development in Western China. |
