| 依法治国与以德治国相结合是我国社会主义初级阶段的治国方略。要全面落实依法治国与以德治国相结合的治国方略 ,需要我们在长期的社会主义现代化建设中不断探索前进。文章介绍了人民调解的道德传统的和法律内涵 ,并以社会转型期社区人民调解的发展为例子 ,从治国方略的高度理解社区人民调解在基层的实践形式 ,说明社区人民调解是在基层实践依法治国与以德治国相结合的治国方略的一个重要方面和一种重要形式 ,并指出在社会转型期 ,人民调解工作中实践治国方略的要求是一个可能的和可行的发展方向。 |

| s:Ruling by law is stated in China's constitution and people begin to consider on the thought of benevolent rule. This argument reflects that mediation in community in the age of social transition is an important aspect in the practice of the strategy of ruling by law and benevolent rule. As one important example, we can see that by the communal mediation, people can practicing the "ruling by law and benevolent rule" in the territorial work very well. |
