| Power criminals are those who abase public authority to commit a crime.Whether an authority degenerates largely depends on factors concerning personal quality of the person,criminal decision of the person and restrictive mechanism of his power.While the core basis breeding power criminals is power out of control and transformation of power,therefore,emphasis should be put on the restriction and supervision of power to prevent this phenomenon happening. |
